Biographical NoteLieutenant Colonel Sir Herbert Ellissen CBE was the Commission's Financial Adviser and Controller of Administration and later an adviser on post-war organisation and reconstruction and a Commissioner.

Herbert Ellissen was born on the 29 September 1876 and was educated at Clifton. In 1901, Ellissen was called to the Bar by the Inner Temple and became member of the Stock Exchange soon after. Then, in 1910, he was elected to the Committee of the Stock Exchange but resigned in 1915 and joined the Army and was gazetted as a Lieutenant in the Army Service Corps.

In January 1917, Ellissen was transferred to the General List and promoted to Captain. He was appointed as Assistant Financial Adviser to the Directorate of Graves Registration & Enquiries. In November 1918, Ellissen saw promotion to Major and was appointed Financial Adviser to the Imperial War Graves Commission. He gained a further promotion in March 1919 to the rank of Lieutenant Colonel.

In June 1919, Ellissen was awarded CBE. Then in September 1920, he was appointed Financial Adviser and Controller of Administration to the IWGC. Ellissen was demobbed in March 1921 and received a knighthood in July 1923. In 1927, he was appointed as Honorary Secretary to the IWGC Endowment Fund Trustees. In 1929, he returned to the Committee of the Stock Exchance and was nominated as a member of the Lord Chancellor’s Committee on Stock Exchange Arrangements in the Public Trustee’s office in 1930.

Ellissen was appointed as an Adviser to the IWGC on post-war organisation and reconstruction in February 1943; a post he held until 1947. Then, in April 1948, he was made an IWGC Commissioner and a Member of the Finance Committee.

Sir Herbert Ellissen died on the 20 June 1952. A memorial service was held at St. Michael's, Cornhill, on 3 July 1952. Lord Wigram represented the Commissioners and Sir-Edward Peacock and Colonel Sir Eric Gore Browne were present on behalf of the Trustees.
