Col Massiah Palmer, in charge of the Directorate in the Near East, with personal statements from Fabian Ware and General Macready; adoption and acceptance of estimates for construction charges for year 1919/20; need for additional army labour for cemetery work, authorisation of additional labour in France, and resolution to use only British labour for construction of cemeteries in France and Belgium; draft agreement with Belgian government, and treatment of British graves in Belgium; report re arrangements for visits by relatives to cemeteries in France and Belgium (pilgrimages) following meetings with voluntary organisations including the British Red Cross Society, the Y.M.C.A, the Y.W.C.A, the Salvation Army, and the Church Army; staff appointments; resolution for the Bank of England to nominate auditors to audit the accounts of the Commission; discussion on public criticism of Commission's design policy and refusal of private headstones, postponement of discussion of report of committee on war graves in UK.
