Minutes of the previous meeting were agreed and signed
1. Consideration of Vice Chairman’s report No.41 of Expenditure authorised under Resolution 4(1) of the 43rd Meeting of the Commission, with the resolution that this be accepted Minutes by the Deputy Director of Works re the return of wooden crosses from the graves of soldiers in France and Belgium to their next-of-kin, October 1922
2. Consideration of report of expenditure from Commission funds for the month of October 1922 as submitted by the Chairman, with the resolution that this be accepted
3. Consideration of proposals by Sir James Allen re photographs of graves after permanent headstones have been erected, with the resolution that these proposals be laid before the participating governments with a request for an expression of their opinion
4. Consideration of a letter from the Principal Assistant Secretary and resolution 16 of the 49th meeting of the Finance Committee re the provision of photographs of cemeteries for lectures or other special purposes, with the resolution that a sum of £100 be expended for this purpose 5. Consideration of a report by the Controller and Financial Adviser re the return of a private memorial erected to General Wormald in Nedonchel Communal Cemetery to his next-of-kin, with the resolution that a sum of £811.6d be expended on the return of the memorial
6. Consideration of a report by the Controller and Financial Adviser, a report by the Transport Adviser and a report by the Deputy Controller re the purchase of motor transport for the Commission in France and Belgium, with the resolutions that a sum of Francs 72,000 be expended of the purchase of 9 Ford two-seater cards, that a sum of Francs 8,500 be expended on converting the wheels of said cars to Michelin disc wheels and that a sum not exceeding £650 be expended on the purchase of 6 Triumph motor cycles and the cost of transport to St Omer
7. Consideration of reports by the Director of Works re the construction of Jerusalem War Cemetery and a Memorial to the Missing in Cape Helles, with the resolutions that a sum of £450 be expended to defray the fees of Mr Pinks to take out the quantities for Jerusalem War Cemetery and that a sum of £150 be expended to defray the fees of Mr Pinks to take out the quantities for the memorial at Cape Helles
8. Consideration of a report by the Principal Assistant Secretary re the appointment of an additional French shorthand typist to the office of the Secretary-General, Anglo-Belgian Mixed Committee in Brussels, with the resolution that this appointment be accepted at a salary of Francs 400 per month
9. Consideration of a letter from the Anglo Egyptian War Cemeteries Executive Committee re the salaries of the Commission’s staff in Egypt following a rise in the cost of living, with the resolution that the salaries of the Commission’s staff in Egypt be continued at their present rates of pay for a further six months as from 1st January 1923
10. The Chairman reported the present position of the discussion with the Treasury on the subject of the salaries paid to the Commission’s staff, no resolutions made
11. Consideration of a letter from the Treasury re the revision of pay of temporary clerical classes employed by the Commission, with the resolution that the provisions of the said circular be applied to those grades of the Commission’s staff to whom they are applicable
12. Consideration of a letter from the Chief Accountant, France re travelling and permanent subsistence allowance respectively, with the resolutions that Commission officials whose duties entail a considerable amount of travelling be granted a combined travelling and subsistence allowance, with the combined allowance to be within the following rates provided
Officials earning a salary of £350 or over Officials earning a salary of £250 or over but not exceeding £349 Officials earning a salary of £249 per annum
13. Consideration of a report by the Director of Works re a model of the Memorial to the Missing to be erected at Cape Heles for the use of the Principal Architect, with the resolution that a sum of £145 be expended for this purpose
14. Consideration of a report by the Director of Works re the payment of fees to Mr Killingworth Hedges in connection with the erection of lightning conductors on the three Naval Memorials at Plymouth, Portsmouth and Chatham, with the resolution that this matter be adjourned
15. Consideration of a report by the Financial Adviser and resolution 14 of the 61st meeting of the Finance Committee re the salaries of the Commission’s staff in Berlin, with the resolution that the action of General Sir E M Perceval in paying the Berlin staff at the same rates as that authorised for similar positions under the Control Committee be approved
16. Consideration of a letter from Sir Robert Lorimer, a report by the Director of Works, a report by the Land and Legal Adviser and resolution 18 of the 57th meeting of the Finance Committee re draft articles of agreement in relation to the construction of the three Naval Memorials, with the resolution that the amendment submitted by the Land and Legal Adviser in his said report to Clause 8 (a) be entered into between Sir Robert Lorimer and the Commission
