1. Consideration of the Vice-Chairman’s report of No.34 of Expenditure authorised under resolution 4 (1) of the 43rd meeting of the Commission, with the resolution that this be accepted.

2. Consideration of the detailed report of Expenditure from Commission Funds for April 1922 as submitted by the Chairman, with the resolution that this be accepted.

3. Consideration of a report by the Principle Assistant Secretary covering a letter from the Director of Works concerning the promotion of a second-class clerk Grade B, assistant to the Chief Inspector of Headstones, to a second-class clerk Grade A with a salary of £400 rising by £25 to £500, with the resolution that this be approved.

4. Consideration of a letter from the Secretary of the Anglo Egyptian War Cemeteries Executives Committee re the request by the Principal Assistant Secretary to lower the salaries of Commission staff in Egypt, with the resolution that the present scale of salaries be continued for a further period of six months as from 1st July 1922.

5. Consideration of a letter from Arthur M Winder concerning three months of leave, with the resolution that his leave be granted from 28th April 1922.

6. Consideration of a report by the Finance Department requesting authority to expend £800 to defray the costs of departmental expenses of the Commission in Italy, with the resolution that this be accepted for six months and ending 30th September 1922.

7. Consideration of a report by the Deputy Director of Works, Macedonia re estimates of expenditure of the Commission in Macedonia, with the resolution that a sum not exceeding £1,250 be expended to defray these administrative expenses for the quarter ending 30th September 1922.

8. Consideration of a report by the Finance Department re estimates of expenditure of the Commission in East Africa, with the resolution that a sum not exceeding £900 be expended to defray these administrative expenses for the quarter ending 30th June 1922.

9. Consideration of a report by the Director of Works re estimates for constructional work at Nairobi Cemetery, with the resolutions that a sum not exceeding £155 be expended to defray the costs of headstone foundations in Nairobi Cemetery and that a sum not exceeding £770 be expended to defray the costs of supplying, engraving, transporting and erecting headstones over 140 graves.

10. Consideration of a report by the Director of Works re the erection of 5,000 headstones by direct labour in communal cemeteries in France and Belgium, with the resolution that a sum not exceeding Francs 115,000 be expended for this purpose.

11. Consideration of a report by the Director of Works re the erection of headstones in Merville Communal Cemetery and Extension, with the resolution that a sum not exceeding Francs 51,810 to defray the cost of 1,727 headstones.

12. Consideration of reports by the Deputy Controller, France re the concentration of Area Headquarters of No.8 Area and the Branch Office to Soissons, with the resolutions that the property of M Rouen be rented at a sum of Francs 5,000 per annum and that a sum not exceeding Francs 20,000 be expended to defray the costs of erecting a garage.

13. Consideration of a report by the Chief Accountant, France re the destruction of Commission huts and stores by a fire at No.4 Area, Bellecourt, with the resolution that the value of these items amounting to £128.0.10d be written off.

14. Consideration of a report by the Director of Works re the consideration of tenders for the supply, engraving and erection of 129 headstones in Newport Cemetery, with the resolution that the tender by Messrs Clary and Wright be accepted at a sum of £414.19.0d, that a sum of £41 be expended on contingencies and that a sum of £40.0.0d be expended on the engraving of personal inscriptions.

15. Consideration of a report by the Principal Assistant Secretary concerning the appointment of additional gardening staff for the purpose of maintaining cemeteries in Mesopotamia, with the resolution that three head gardeners, one gardener and seven labourers be appointed at a sum of £660 per annum

16. Consideration of a report by the Director of Works and a letter from Sir Reginald Blomfield re the erection of a model of the Menin Gate Memorial, with the resolution that a sum not exceeding £396 be expended for this purpose.

17. Consideration of a report by the Director of Works re the construction of the Menin Gate Memorial, with the resolutions that tenders for the construction of the Menin Gate Memorial be put to competition among selected firms and advertised through the public press, that the secretary of the Anglo-Belgian Mixed Committee obtain the names of suitable Belgian firms and that enquiries regarding the applicant firms be made and reported to the Finance Committee.

18. Consideration of a report by the Principal Assistant Secretary re a claim for injury compensation by H E Bowles, Foreman Gardener, with the resolutions that a sum of £8.4.0 be expended to defray the cost of hospital charges and medical fees in connection with the operation performed on Mr R Howell and that an ex-gratia payment of £1.10.0 per week for six months be approved.

19. Consideration of a report by the Director of Works and a letter from the Land and Legal Adviser re the consideration of tenders for the erection of the Doiran Memorial to the Missing in Macedonia, with the resolutions that the tender by Messrs J D Varouxakis of Athens for constructional work and marble work be accepted at a sum of £4,633.1.6d and £962 respectively, that a sum of £830 be expended to defray the cost of inscriptions, that £650 be expended on contingencies and that a sum of £250 be expended to defray the cost of fees to sculptors and for the making and transport of models of the lions and wreaths.

20. Consideration of reports by the Director of Works and the Land and Legal Adviser and a tabulated statement of estimates in relation to the construction of nine cemeteries in Serbia, Bulgaria and Thrace, with the resolutions that a sum not exceeding £3,580 be expended on the construction of said cemeteries by local contract or direct labour upon the acquisition of the land and that a further sum not exceeding £360 be expended to defray the cost of contingencies.

21. Consideration of a report by the Director of Works re unlocated graves in Gallipoli, with the resolution that a sum of £426.9.6d be expended to defray cost of searching for and reinterring remains in cemeteries found on the Gallipoli Peninsula.

22. Consideration of a report by the Legal Adviser and a letter from the Chief Accountant re fines incurred as a result of a motor incident, with the resolution that a sum of Francs 1700 be borne by the Commission to cover the costs of damages and that the remaining Francs 800 be recovered from Driver Evans by weekly deductions of his salary of francs 150.

23. Consideration of a report by the Director of Works attached with schedules re the erection of 10,630 headstones for cemeteries in France and Belgium, with the resolutions that the tenders set out in Schedule C be accepted at their scheduled rates to the extent of the number of stones set out against their names, that a sum of £30,000.14.8d be expended to meet the Commission’s liabilities under the proposed contracts, that a sum of £5,000 be expended on transport and contingencies and that a sum of £4000 expended to defray the cost of engraving personal inscriptions.

24. Consideration of a report by the Director of Works re constructional work and the supply and erection of headstones in Gibraltar Cemetery, with the resolution that a sum not exceeding £1972 be expended for this purpose.

25. Consideration of reports by the Director of Works and C S Meik, Director of Works Gallipoli re the protection of Commission buildings and structures against damage from earthquake shocks on the Gallipoli Peninsula, with the resolution that a sum not exceeding £T.23.000 expended to defray the cost of carrying into effect the recommendations of Mr C S Meik.

26. Consideration of a report by the Land and Legal Adviser and draft Articles of Agreement with Sir Reginald Blomfield re the superintendence of the construction of the Menin Gate Memorial, with the resolutions that the draft Articles of Agreement be signed with the seal of the Commission and with the exception of Clause 10 (b) regarding the supply of motor transport by the Commission but that the Commission will do its best to provide Sir Reginald Blomfield with a motor car subject to reasonable notice.

27. Consideration of a report by the Finance Department requesting authority to expend a sum of £350 in relation to the repair and maintenance of roads in Gallipoli, with the resolution that this be accepted.
