2. Tenders for supply and engraving of 10990 headstones for various cemeteries in France and Belgium Consideration of tenders received for the supply and engraving of headstones to be erected in cemeteries in France and Belgium. Resolution: that the tenders of the firms set out in Schedule C be accepted; to approve the expenditure of £35,967. 18s. 6d. to meet the Commission’s liabilities under the said contract; to approve the expenditure of £7000 for the cost of transport and contingencies; and to approve the expenditure of £5000 for the engraving of personal inscriptions pending remittances from the next-of-kin concerned.
3. Contract for constructional work to be carried out at Lawnswood Cemetery, Leeds Consideration of report from Director of Works relative to constructional work to be carried out at Lawnswood Cemetery, Leeds. Resolution: to accept the tender of Mr J W Nelson for constructional work; to approve the expenditure of £35 for the cost of contingencies; and to approve the expenditure of £20 for the cost of the supply of a Bronze Sword to be affixed to the War Cross.
4. Contract for constructional work to be carried out at Lodge Hill Cemetery, Birmingham Consideration of report from Director of Works relative to constructional work to be carried out at Lodge Hill Cemetery. Resolution: to accept the tender of Messrs W Bishop for constructional work; to approve the expenditure of £200 for the cost of contingencies; and to approve the expenditure of £20 for the cost of the supply of a Bronze Sword to be affixed to the War Cross.
5. Contract for constructional work to be carried out at Ladywell Cemetery, Lewisham Consideration of a report from Director of Works to be carried out at Ladywell Cemetery, Lewisham. Resolution to accept the tender of Messrs Dove Brothers, Limited, for constructional work, and to approve the expenditure of £60 for the cost of contingencies.
6. Steelwork to ensure structural safety of pylons in Etaples Cemetery Consideration of report from Director of Works relative to the supply of steelwork required to secure the stability of the flags forming part of the design for the Pylons in Etaples Cemetery.
7. Purchase of a set of Law Reports for the use of the Legal Adviser Consideration of report from Land and Legal Adviser requesting that a set of ‘Law Reports’ be supplied to him for his use. Resolution to recommend the purchase through the Stationary Office of a complete set of the Law Reports for the use of the Land and Legal Adviser.
8. Revised form of tender for constructional work Consideration of report from Land and Legal Adviser submitting a revised form of letter of tender of contract for cemetery construction. Resolution to adopt the revisions.
9. Leave of officers engaged for services in Egypt, Palestine, Macedonia, Gallipoli, and India, and of officers engaged from overseas Dominions for service in the United Kingdom, France, and Belgium Consideration of a report from Land and Legal Adviser submitting draft leave regulations providing for the accumulation of leave in the case of employees of the Commission who desire to go to their homes in the Dominions or elsewhere and have a long journey to travel in order to get there. Resolution to adopt the leave regulations attached to the report in the case of all new appointments of officers in these areas and that existing officials in these appointments be invited to avail themselves of them.
10. Appointment of inspector of Cemeteries, Egypt Consideration of report from Principal Assistant Secretary with reference to the appointment of additional personnel to the staff of the Commission in Egypt. Resolution to approve the appointment of Major R J Hilson as Inspector of Cemeteries, Egypt.
11. Payment of compassionate allowance to Mr L H Colbran and of the charges in respect of his out-patient treatment Consideration of report from Principal Assistant Secretary with reference to the continuance of the payment of Mr Colbran’s hospital expenses and of the weekly ex-gratia payment to him. Resolution to approve the payment of 2/6d. per day in respect of out-patient treatment for so long as such treatment is necessary, and that the ex-gratia payment of £1. 10s. 0d. per week now being made be continued for so long as he is receiving such out-patient treatment and is unfit for work.
12. Water supply for war cemeteries in Egypt Consideration of report from Director of Works relative to the water supply for cemeteries in Egypt. Resolution to recommend the expenditure of £E 300 on the supply of water for war cemeteries in Egypt.
13. Issue of furniture and bedding to employees on subsistence allowance in France and Belgium Consideration of report from Deputy Controller, France, relative to the issue of bedding and furniture to such of the Commission’s weekly paid staff in France and Belgium. Resolution to approve the issue of necessary bedding and furniture to such of the Commission’s weekly paid staff in France and Belgium up to a value of not exceeding £11. 7s. 0d. in any one case, and to reduce the subsistence allowance payable to those issued with bedding and furniture be reduced.
14. Sale of surplus oilskin clothing to employees in France and Belgium Consideration of report from Chief Accountant France relative to the disposal of Oilskin Clothing. Resolution that the stock of Oilskin Clothing be disposed of to such members of the Commission’s staff as are exposed to weather in the course of their duties, at the prices set out in the report.
15. Write off of stores, East Africa Consideration of report from Director of Works requesting authority to write off deficiencies found in the general stores on the charge of the late Colonel G W Evans in East Africa, in the Commission’s books. Resolution to recommend that the deficiencies in the General Stores on the charge of the late Colonel G W Evans in East Africa when handed over to the Acting Deputy Director of Works to be written off to the amount of £34. 11s. 0d.
16. Revision of rates of pay of temporary clerical etc classes Consideration of a Treasury Circular relative to the pay of temporary clerical staff. Resolution to apply the provisions of the circular to the personnel of the grades affected employed by the Commission in London.
17. Deviation on contracts 1920C and 1920CC Consideration of report from Director of Works relative to deviations made under the terms of contracts 1920C and 1920CC for the construction of Cemeteries in France and Belgium. Resolution to recommend that the proposal of the Director of Works to reinstate certain deviations which have been made in these contracts not be approved.
18. Appointment of Additional Staff; France Consideration of report from the Principal Assistant Secretary relative to the appointment of additional personnel to the staff of the Commission in France.
