Consideration of the Vice-Chairman’s Report No.24 of Expenditure. Resolution that the Report be accepted.

2. Transport of Headstones to Taranto Cemetery, Italy
Consideration of report from Director of Works relative to the transport of headstones to be erected in Taranto Cemetery, Italy. Resolution to expend lire 35.186 on the crating and transport of 455 headstones to be erected in Taranto Cemetery, Italy.

3. Continuation of Compassionate grant to Mr L H Colbran
Consideration of report from Principal Assistant Secretary relative to the continuation of Mr Colbran’s sick benefits from the Compassionate Fund. Resolution that the payment of Mr Colbran’s hospital fees up to a limit of 10/- per day be continued until he is discharged from hospital; that the ex-gratia payment of £1.10d.0d. per week being made to Mr Colbran also be continued until he is discharged from hospital; and that the expenditure be borne by the Commission’s Compassionate Fund.

4. Cost of reburial of Private G C Hopkins
Consideration of letter from Finance Department relative to expenses incurred in reburying the remains of Pte Hopkins in Schoonselhof Cemetery, Antwerp. Resolution to expend francs (Belgian) 298 for the cost of the re-burial of Pte Hopkins.

5. Application of Quantity Surveyor, Palestine, for increase of salary
Consideration of a letter from Deputy Director of Works, Palestine, forwarding a request from Captain Wood, the Commission’s Quantity Surveyor, for certain increases of salary. Resolution that Capt. Wood’s request for an increase of salary during the period of the Deputy Director of works absence in Egypt not be granted, and that the consideration of Capt. Wood’s request for an increase of salary of £E.100 per annum as from October 1921 not be granted.

6. Application of Officer i/c Surveys, Egypt, for uniform allowance
Consideration of report from Principal Assistant Secretary forwarding an application from the Commission Officer in Charge of Surveys, Egypt, with reference to expenditure incurred by him in providing himself with uniform on his appointment of the staff of the Commission in Egypt. Resolution that Captain W M Gwilliam to be indemnified in respect of his expenditure on uniform not be allowed.

7. Issue of Cemetery Registers to Public Authorities
Consideration of report from Director of Records relative to the issuing of free copies of Cemetery Registers to Public Authorities and Libraries. Resolution to withdraw the matter by leave.

8. Administrative expenses of Commission in Italy
Consideration of report from Deputy Director of Works, Italy, relative to the provision of monies to defray the administrative expenses of the Commission in Italy for the 6 months ending March 31st 1922. Resolution to approve the expenditure of £2080 on the cost of the administrative expenses of the Commission in Italy.

9. Model of Naval Memorial
Consideration of report from Director of Works with reference to the preparation of a model of the Naval Memorials to be erected at Portsmouth, Plymouth, and Chatham. Resolution to approve the expenditure of £117.5s.0d. on the cost of preparations for a model of the Naval Memorials to be erected at Portsmouth, Plymouth, and Chatham.

10. Preparation of Bills of Quantities for Naval Memorials
Consideration of report from Director of Works with reference to the taking out of bills of Quantities and Specifications for the Naval Memorials at Portsmouth, Catham, and Plymouth. Resolution to approve the expenditure of £300 on the taking out and preparing of the bills.

11. Design of Foundations for Naval Memorials
Consideration of report from Director of Works regarding the designing and preparing of Working Detail Drawings, Specifications and Schedules of Quantities for the reinforced concrete foundations, platforms, and lintels for the Naval Memorials at Portsmouth, Catham, and Plymouth. Resolution to approve the expenditure of £150 for designing and preparing the drawings, specifications and schedules for the foundations.

12. Leave of Overseas Staff
Consideration of report from Principal Assistant Secretary relative to the accumulation of annual leave in the case of Commission employees employed, or whose homes are, overseas. Resolution that it be an instruction to submit a draft which will provide fo the accumulation of leave in the case of employees who desire to go to their homes and who have a long way to travel in order to get there.

13. Wages of Labour in Germany
Consideration of report from Director of Works relative to the payment of wages to civilian labour employed in cemeteries in Germany. Resolution that in view of the instability of the German Mark the Commission’s representative Berlin be authorised to pay local civilian labour at a rate the competent local authority may certify as being the current rate of wages in the district for the time being.

14. Assistant Deputy Director of Works, London
Consideration of report from Director of Works relative to the employment of additional personnel to the staff o the Commission, London. Resolution to appoint an Assistant Deputy Director of Works.

15. Excess expenditure on Motor Transport, E. Africa
Consideration of report from Director of Works relative to the over expenditure on the purchase of transport by the late Deputy Director of Works, East Africa. Resolution to approve the expenditure of £70 in excess of the £1200 authorised for the provision of transport in East Africa.

16. Erection of headstones at Chichester Cemetery
Consideration of letter from Director of Works relative to the supply of headstones for Chichester Cemetery. Resolution: to accept the tender of Messrs Pack and Arnold for the supply, engraving, and erection of 77 headstones in Chichester Cemetery according to the terms of their said tender for the sum of £296. 15s. 5d.; to approve the expenditure of a further sum of £30 for contingencies; and to approve the expenditure of a further sum of £50 for the cost of the carving of personal inscriptions pending the receipt of the money from the next-of-kin concerned.

17. Writes Off of Stores, France
Consideration of letter from Finance Department relative to the writing off of certain losses on exchange during the year 1921/1922. Resolution to charge £240. 16s. 8d. in respect of loss on exchange to a special subhead to be opened for the purpose.

18. Extra duty pay in connection with reinterment in France and Belgium
Consideration of report from the Deputy Controller France relative to the employment of the Commission’s horticultural staff in connection with re-internment. Resolution to inform the Deputy Controller, France, that the employment of the Horticultural Staff in connection with the re-internment of the remains of British Soldiers in France and Belgium is to be deprecated, and if unavoidable circumstances should render their employment imperatively necessary the issue of extra duty pay not exceeding francs 3 in each case be approved.

19. Deputy Director of Works, Palestine, departure from Resolution 14 of the 39th Meeting of the Committee
Consideration of letter from Commission’s Deputy Director of Works, Palestine, explaining his reasons for departing from the terms of Resolution 14 of the 39th Meeting of the Committee relating to tender for the construction of 4 cemeteries in Palestine. Resolution to accept the explanation of the Deputy Director of Works, Palestine, and to inform him that it is not within his province to over-ride the decisions of this Committee.
