2. Contract for constructional work in Palestine Consideration of letter from Director of Works relative to the placing of contracts for the construction of cemeteries in Palestine. Resolution to request the Deputy Director of Works, Palestine, to furnish the Committee with a full report of the circumstances under which the terms of resolution 14 of the 39th meeting of the Committee were departed from, and that the contracts for constructional work to be carried out at Gaza and Ramleh Cemeteries be immediately put out to public tender.
3. Electric lighting of Office at St Omer, France Consideration of letter from Director of Works relative to proposed alterations to the Electric Light Installation at the Commission’s Head Office at St Omer. Resolution: that the expenditure of francs 10,000 be approved for the cost of necessary alterations to the electric light installation; that the payment of a fee of francs 600 to M Maisonneuve for the services to be rendered in connection with the alterations be approved; and that the Deputy Controller, France, be instructed to press forward with negotiations with the Lessor for an extension of the lease of the Commission’s premises at St Omer.
4. Administration Expenditure of Commission in Macedonia for Quarter ending 31st December 1921 Consideration of letter from Deputy Director of Works, Macedonia, relative to the provision of monies for the cost of the administration of the Commission in Macedonia for the quarter ending 31st December 1921. Resolution to approve the expenditure of £1665 for the expenses of the Commission in Macedonia during the quarter ending 31st December 1921.
5. Claim by Mr Vasseur of Arras for injury to his children Consideration of letter from Deputy Controller, France, relative to a claim made by M. Vasseur of Arras for compensation for injuries caused to his children by a Commission car. Resolution to approve the payment of francs 2800 and francs 600 to M Vasseur of Arras in full satisfaction of his claim.
6. Compassionate Allowance to Mr H Colman, Clerk of Works, France Consideration of letter from Principal Assistant Secretary relative to certain ex-gratia payments to be made to Mr Colbran, Clerk of Works, France, in respect of injuries received by him in a motor accident. Resolution: that the payment of Mr Colbran’s hospital expenses up to a limit of 10/- per day for a period not exceeding 6 months from 6th June 1921 be approved; that an ex gratia payment to Mr Colbran of £1. 10s. 0d. per week be approved as from 24th September 1921 until the expiry of the period of 6 months from 6th June 1921; and that the expenditure be borne by the Commission’s Compassionate Fund.
7. Additional Staff for Head Office, London Hearing of statement from Vice-Chairman relative to appointment of a Second Class Clerk Grade A to the staff of the Controller and Financial Adviser. Resolution that the appointment of an additional Second Class Clerk Grade A be approved.
8. Contract for construction of 23 cemeteries in France and Belgium, No.1921.D Consideration of report from Director of Works on tenders received for constructional work to be carried out in 23 Cemeteries in France and Belgium. Resolution: that the tender of Messrs Macdonald Gibbs & Co. Ltd be accepted for the Bethune group of cemeteries; that the tender of Messrs D G Somerville & Co Ltd be accepted for the Arras group of cemeteries; that the committee recommend that the necessary exchange to meet the Commission’s liabilities under these contracts be purchased as and when advised by the Treasury up to a limit of francs 2,555,000; and that the committee recommend that they be empowered to authorise expenditure on contingencies in connection with these contracts up to a limit of 10% of the total value of the contracts.
9. Increments due under revised Establishment, France Consideration of letter from Principal Assistant Secretary relative to the increment dates of officials effected by the revision of establishments coming into force during the current year. Resolution that an amendment be added to resolution 14 of the 43rd meeting of the Committee.
10. Consideration of report from Deputy Director of Works relative to tenders received for the supply of headstones and constructional work to be undertaken at Hastings Cemetery. Resolution: that the tender of Messrs R Francis & Sons for the supply, engraving and delivery on site of 113 headstones to be erected in Hastings Cemetery for the sum of £369. 15s. 10d. be accepted; that the tender of Messrs R Francis & Sons for the erection of 113 headstones in Hastings Cemetery for the sum of £145. 1s. 11d. be accepted; and that the expenditure of a further sum of £50 to defray the cost of contingencies arising out of the proposed contract be approved.
