Consideration of Report No.16 of Expenditure. Resolution to accept the Report.

2. Vice-Chairman’s Report of expenditure for month of April 1921
Consideration of the Vice-Chairman’s detailed Report of Expenditure for the month of April 1921. Resolution that the Report be accepted.

3. Appointment of Deputy Director of Works, France
Consideration of letter from Principal Assistant Secretary requesting authority to conclude an agreement with Major Binnie, Deputy Director of Works, France, to serve with the Commission for a period of three years as from the 1st March 1920. Resolution that Major Binnie be invited to enter into the agreement.

4. Establishment, Gallipoli
Consideration of letter from Principal Assistant Secretary requesting authority to continue the appointment of Captain Martin, Survey Officer, Gallipoli, and to increase his salary. Resolution that the salary of the Survey Officer, Gallipoli, be increased to £450 per annum, and the appointment be continued until the Vice-Chairman shall otherwise determine.

5. Establishment, Palestine
Consideration of letter from Principal Assistant Secretary requesting authority for the appointment of a Driver on the Establishment of the commission in Palestine. Resolution to appoint a Mechanical Transport Driver.

6. Write-off of Stores, Gallipoli
Consideration of letter from Deputy Director of Works, Gallipoli, covering a report from the Board of Enquiry relative to the loss by theft of certain stores on the charge of the Deputy Director of Works, Gallipoli. Resolution that the loss of stores be written off in the Commission’s books to the amount of £43.1s.1d.

7. Contract for constructional work at Ontario Cemetery, Orpington
Consideration of letter from Director of Works requesting authority to accept a tender for the constructional work to be carried out at Ontario Cemetery, Orpington. Resolution: that the tender of Messrs Dove Brothers, Limited, for constructional work to be executed at Ontario Cemetery, Orpington, for the sum of £418 be accepted; that the expenditure of a further sum of £20 be approved for the cost of a bronze sword to be affixed to the War Cross; and that the expenditure of a further £40 be approved to meet the cost of contingencies.

8. Contract for construction of twenty-five cemeteries in France and Belgium
Consideration of letter from Director of Works requesting authority to accept tenders for constructional work to be executed at nine cemeteries in France. Resolution: that the tender of Messrs W G Tarrant, Sons & Co. for work to be carried out at Frankfurt Trench, Waggon Road, Munich Trench, and Beaumont Hamel Cemeteries for the sum of francs 39,653,25 be accepted; that the expenditure of a further francs 6100 to the meet the cost of contingencies be approved; that the tender of Messrs W G Tarrant, Sons & Co for constructional work to be executed at Happy Valley British, Orange Trench British, Berles Position Military, and Berles au Bois New Military Cemeteries, and Humbercamps Communal Cemetery Extension, for the sum of francs 41,376,15 be accepted; that a further sum of francs 6490 to meet the cost contingencies be accepted.

9. Contract for supply of Wrought Iron Gates for 50 cemeteries in France and Belgium
Consideration of a letter from Director of Works requesting authority to accept a tender for the supply of fifty Iron gates to be hung in Cemeteries in France and Belgium. Resolution that the tender of M H Ruffin for the sum of francs 19900 be accepted.

10. Additional expenditure at Lijssenthoek, Etaples and St Sever Rouen Cemeteries
Consideration of the question of extra expenditure on Lijseenthoek, St Sever Rouen, and Etaples Cemeteries, referred to them by the 32nd Meeting of the Commission. Resolution: to recommend approving the expenditure of francs 36000 on Etaples Cemetery; to refer the question of Lijssenthoek and St Sever Rouen Cemeteries back to the Commission; and that the Treasury representative be invited to attend the Commission.

11. Report on Mechanical Transport, France
Consideration of report from Lt Col T B Browne (expert appointed by the Ministry of Transport) on the Commission’s system of transport in France and Belgium. Resolution to recommend that the Finance Committee be authorised to consider and take action on Lt Col Browne’s report without further reference to the Commission.

12. Letter from Treasury (reduction of expenditure)
Consideration of Treasury Letter No.F.3256 on the reduction of public expenditure. Resolution that it be referred to a sub-committee consisting of the Vice-Chairman and the Treasury representative to report on how far action can be taken to give effect to the letter.

13. Horticultural Staff, France and Belgium
Consideration of letter from Principal Assistant Secretary relative to the salaries and terms of employment of certain of the Commission’ horticultural staff in France and Belgium. Resolution to invite Capt. J S Parker, Mr H V Vokes, Mr Lynch, Mr Melles, and Mr Grinham to enter into an agreement for three years’ service with the Commission as from 1st June 1921, and that the consideration of the further recommendations of the Principal Assistant Secretary be deferred until after the report of the Horticultural Adviser on the horticulture in France and Belgium has been received.

14. Appointment of additional staff at Area Head Offices in France and Belgium
Consideration of letter from Principal Assistant Secretary requesting the appointment of additional Clerk Typists for service at the Area Head Offices in France and Belgium. Resolution to appoint five additional Clerk Typists to the staff of the Commission in France and Belgium

15. Appointments to the staff of the Commission in France and Belgium
Consideration of letter from Principal Assistant Secretary requesting approval of certain appointments on the staff of the Commission in France and Belgium. Resolution recommending the approval of the appointments to the staff of the Commission contained in the schedule annexed to the letter.

16. Appointments to the staff of the Commission in Gallipoli
Consideration of letter from Principal Assistant Secretary requesting authority for the appointment of additional personnel to the staff of the Commission in Gallipoli. Resolution to appoint seven Cemetery Caretakers to the staff of the Commission in Gallipoli, and to recommend the expenditure of £300 on horticultural maintenance in Gallipoli during the period 1st April to 30th September 1921.
