3. Tenders for the supply of 1500 headstones Consideration of letter from Director of Works reporting on tenders received for the supply an derection of 1500 headstones for the graves of Dominion soldiers in France and Belgium. Resolution to accept the tenders of Mr J Glasscock and Messrs A Burslem & Co., that the expenditure of £6130 for the cost of the headstones and £875 in contingencies be approved, and that a further expenditure of £490 to cover the cost of engraving personal inscriptions pending receipt of money from the next of kin be approved.
4. Appointment of Area Superintendent Aisne and Marne Area, France Consideration of letter from Director of Records requesting amendments to the Establishment be approved in order to continue registration work transferred from the Directorate of Graves Registration and Enquiries (DGR&E). Resolution that the appointment of two registration officers for service in Aisne and Marne be cancelled, that the appointment of one area superintendent and one registration officer for Aisne and Marne be approved, and that the expenditure of an additional £200 p.a. to meet the cost of the variation be approved.
5. Salary of Messengers, France Consideration of letter from Principal Assistant Secretary requesting authority for the employment of men messengers at the Commission’s Headquarters in France in lieu of the boy messengers hitherto employed. Resolution to appoint three male messengers in the place of three boy messengers.
6. Expenditure, France, for the quarter ending 30th June, 1921 Consideration of requests from Deputy Controller, France for authority to incur expenditure on services authorised by the estimates for 1921-1922. Resolution detailing the recommended expenditure for France and Belgium for the quarter ending 30th June 1921 by service.
7. Registration fees (Personnel) France and Belgium Consideration of letter from Deputy Controller, France, requesting authority to pay registration fees to the French Government for the Commission’s personnel in France and Belgium. Resolution to approve the expenditure of francs 2000 on registration fees.
8. Transport Italy Consideration of letter from Director of Works setting out proposals for the reduction of the Commission’s Motor Transport Establishment in Italy. Resolution to recommend the sale of surplus motor transport and stores as and when advised. 9. Graves at Oland, Sweden Consideration of letter from Deputy Director of Works requestion authority to erect headstones over British graves in Oland, Sweden. Resolution to approve the expenditure of krone 324 on the cost of the supply, engraving, transport, and erection of fourteen headstones in Oland, Sweden
10. Expenditure, Palestine, for the quarter ending 30th June 1921 Consideration of letter from Deputy Director of Works, Palestine, requesting authority to expend certain monies on the expenses of the Commission in Palestine for the quarter ending 30th June 1921. Resolution to authorise the expenditure of £1750 on expenses of the Commission in Palestine.
11. Expenditure, Gallipoli, for the six months ending 30th September 1921 Consideration of letter from Deputy Director of Works, Gallipoli, requesting authority to expend certain monies on the expenses of the Commission in Gallipoli for the 6 months ending 30th September 1921. Resolution to authorise the expenditure of £5400 on expenses of the Commission in Gallipoli.
12. Revision of authority, Gallipoli expenditure 1920-1921 Consideration of letter from Deputy Director of Works, Gallipoli, requesting authority to make virement under certain headings of expenditure authorised for the year 1920/21. Resolution to increase the authorised expenditure for the year on travelling expenses, materials, casual labour, and motor transport. --
13. Travelling expenses, Canada Consideration of letter from Secretary of the Canadian Agency regarding travelling and subsistence allowances for the Commission’s personnel in Canada. Resolution setting out rates of travelling and subsistence allowance for military personnel required to travel on IWGC business, Colonel Osborne, and subordinate civil personnel.
14. Ontario Cemetery, Orpington Consideration of letter from Director of Works requesting authority to call for tenders for constructional work at Ontario Cemetery, Orpington. Resolution that subject to six firms being invited to tender for the work, the Finance Committee be authorised to accept a tender for constructional work at Ontario Cemetery at a cost of not exceeding £476, and that a further sum of £60 be approved to meet the cost of a bronze sword and any contingencies.
15. Tenders for construction of fifty cemeteries, France Consideration of report from Director of Work on tenders received for the construction of fifty cemeteries in France and Belgium, showing that the sum available for the construction of the cemeteries comprised in the tenders was £262,433 and that the lowest tenders received complying with the Commission's requirements were those of Messrs Somerville and M. Jules Blaton. Resolution that, subject to confirmation of certain details, the tender of Messrs Somerville be accepted, that the tender of M. Jules Blaton be accepted, that the necessary exchange to meet the cost of these the tenders be purchased as and when advised by the cemetery, and that the Committee be empowered to authorise expenditure on contingencies to a limit of ten per cent of the total value of the contract.
16. Mesopotamia: office and personnel Consideration of a letter from the Comptroller and Financial Adviser covering a request from the Director of Works for authority to expend certain monies on salaries, wages, and expenses in connection with the establishment of the Commission in Mesopotamia. Resolution: that the appointment of additional personnel to the staff of the Commission in Mesopotamia approved by Resolution 15 of the 36th meeting of the Committee be cancelled; that the appointment of the listed additional personnel be approved; that the salary of the Deputy Director of Works be raised; that the expenditure of £1000 on administration expenses be approved and placed in the joint names of the Deputy Director of Works and a firm of chartered accountants in Basra; and that the Vice-chairman be authorised to appoint a firm of chartered accountants in Basra to act for the purpose.
