The Secretary reported having received a message just before the meeting from one of the Commissioners who arranged to be present, stating that he was unable to attend. The meeting being without a quorum of Commissioners was unable to attend to transact executive business, with resolution that the Committee sit to consider the business on the Agenda as an advisory committee and report to the Commission accordingly.
1. Report of Expenditure authorised under Resolution 3 of the 25th Meeting of the Commission

2. Subsistence allowance for Gardeners, France
Consideration o f a report from the Deputy Controller, France, stating that Subsistence Allowance for 470 gardeners had been authorised to requesting authority to issue Subsistence Allowance to a further 200, with recommendation that authority be given but that such subsistence allowance should only be granted where billets and rations are not available

3. Write off of stores stolen in Jerusalem
Consideration of a report from the Principal Assistant Secretary relative to the theft of Motor Transport stores from the Commission’s garage in Jerusalem on the night of the 24th September and requesting authority to write off their value in the Commission’s Books to the amount of £33. 14s. 8d, with recommendation that the value of the stolen stores be written off to the amount of £33. 14s. 8d

4. Contract for constructional work at East London Cemetery, Plaistow
Consideration of a report from the Director of Works submitting tenders received for constructional work for East London Cemetery, Plaistow, in accordance with Resolution 8 of the 27th Meeting of the Committee of the Committee, with recommendation:
1) That the tender of Messrs. Low Giddings of Luton for the execution of work at East London Cemetery for the sum of £541. 1s. 1d. be accepted;
2) That the expenditure of a further sum of £75 to defray the cost of contingencies be approved;
3) That the expenditure of a sum of £20 to defray the cost of the supply of a Bronze Sword to be affixed to the War Cross in this Cemetery be approved.

5. Contract for constructional work at St Mary’s Churchyard, Bramshott
Consideration of a report of the Director of Works submitting tenders received for constructional work at St Mary’s Churchyard, Bramshott in accordance with Resolution 3 of the 28th Meeting of the Finance Committee, with recommendation:
1) That the tender of Messrs. Harris & Son of Woking for the supply, erection and inscribing of a War Cross at St Mary’s Graveyard for the sum of £430. 4s. 6d. be accepted;
2) That the expenditure of a further sum of £70 to defray the cost of contingencies arising out of this contract be approved;
3) That the expenditure of a sum of £20 to defray the cost of the supply of a Bronze sword to be affixed to the War Cross in this Cemetery be approved.

6. Special meeting to consider Estimates 1921/1922
The committee considered the question of fixing a date for a special meeting of the Committee to consider estimates for 1921/22, with recommendation that the Committee meet specially to consider the estimates for the year ending 31st March 1922 as soon as possible after the return of the Vice-Chairman from his visit to the East
7. Extension of the Unemployment Insurance Act 1920
Consideration of a report from the Comptroller and Financial Adviser relating to the extension of benefits of the Unemployment Insurance Act 1920 to the Commission’s personnel employed abroad desiring them, with recommendation that the provisions of the Unemployment Insurance Act of 1920 be extended to the employees of the Commission stationed abroad and that the Deputy Directors of Works be instructed to ascertain the names of employees desiring the benefits
