that the increased establishment (France) required by the IWGC be recommended for adoption, and that the Commission be recommended to grant a further subsistence allowance to all grades of staff as long as living conditions remained high
that the estimates for expenditure for 1919-20 be adopted, with note that work was expected to accelerate considerably in the second and third year.
